Oregon is ranked second overall and Washington is ranked eleventh, with both states scoring near the top for driving-related laws. Oregon is 23rd and Washington is 31st for "Economic Environment," which includes the cost of speeding tickets, red-light tickets, and the insurance premium increase after adding a teen to a parent's auto policy.
