(Portland, OR)  --  Authorities say 31 arrests have been made as a result of a sting operation targeting food-stamp fraud in the Portland metro area.  Investigators say the owner of Metzger Mart in Beaverton was exchanging SNAP benefits for cash, giving customers 50 cents on the dollar.  Police say those arrested are accused of unlawfully using supplemental nutrition assistance.  More arrests are possible.
