(Portland, OR)  --  No injuries are being reported, following a fire that damaged an apartment building in Southeast Portland.  Investigators say the blaze started around three p.m. yesterday in the balcony of a second-floor unit and spread into the attic of the building in the 14-thousand block of Southeast Stark Street.  Three units sustained significant damage, and three adults and a child have been displaced.
