(Portland, OR)  --  The chief of staff for Mayor Charlie Hales is moving on to another government position.  Gail Shibley will take a position with the Oregon Youth Authority as the assistant director for business services.  Shibley, who's a former state lawmaker, is expected to begin her new job by mid-July.
