(Portland, OR)  --  Portland Mayor Charlie Hales has a new chief of staff.  Josh Alpert is replacing Gail Shibley, who is moving on to a position with the Oregon Youth Authority.  Alpert was brought in by Hales after the 2012 election to advise the then-mayor-elect on policy.  Alpert served as interim chief of staff when Shibley was out of town.
