(Portland, OR)  --  Drivers in the Portland area are paying about the same amount at the gas pump as the July 4th holiday gets closer.  Triple-A's latest survey shows the average for regular is about three-13 a gallon, which is only a fraction of a penny higher than a week ago.  Regular gas averages two-76 a gallon nationwide.
