(Portland, OR)  --  A special hotline to help people report illegal fireworks is not working as planned.  A recording said an overwhelming volume of calls prevented someone from answering.  Portland police were kept busy during the holiday weekend and handed out more than 50 tickets for illegal use of fireworks.
