(Portland, OR)  --  Oregon is rated one of the worst states to make a living.  Money-rates-dot-com ranks it 49th on the list while putting Washington at number two.  They say it's because of the high cost of living .  Researchers say Oregon's cost of living is 29-percent higher than the national average.
