(Portland, OR)  --  Fuel prices remain flat in the Portland area.  The latest Triple-A survey shows the average for regular at three-17 a gallon, which is about a half-cent above the average of a week ago.  At this time last year, regular gas averaged three-96 a gallon in the Portland Metro.
