(Portland, OR)  --  Gas prices are fairly stable in the Portland Metro area.  The latest Triple-A survey shows the average for regular is three-13 a gallon, which is less than a penny above the average of a week ago.  At this time last year, regular gas averaged three-95 a gallon in the Portland area.
