(Portland, OR)  --  Gas prices remain flat in the Portland area.  Triple-A's latest survey shows the average for regular is three-13 a gallon, which is a half-cent lower than the average of a week ago.  At this time last year, regular gas averaged three-94 a gallon in the Portland metro.
