(Undated)  --  A new survey has Oregon's public school system ranked 46th in the nation.  Personal-finance website WalletHub.com is basing Oregon's school-system ranking on factors that include student-to-teacher ratio, average SAT score, and high-school dropout rate.  The survey ranks Washington's school system 31st in the U.S.  Topping WalletHub's list of the best school systems is Massachusetts, followed by Colorado, New Jersey, Wisconsin, and Kentucky.
