(Tigard, OR)  --  A Tualatin man is facing charges after being accused of snapping upskirt photos at Washington Square Mall.  Police say two young girls at the H&M store complained Saturday that the suspect was positioning his phone camera under women's skirts.  Police arrived after store security detained 24-year-old Ignacio Manuel Napoles Cinto, who's being charged with 15 counts of personal privacy invasion.
