(Portland, OR)  --  The average price of regular gasoline in the Portland area is below three dollars for the first time in a while.  Triple-A reports the average of just under three bucks a gallon is nearly a nickel cheaper than the average of a week ago.  The national average for regular is two-67 a gallon.
