(Portland, OR)  --  Mayor Hales is declaring a housing emergency next month to try provide shelter for all homeless women.  The city in the declaration could bypass zoning codes to locate shelters for the homeless.  Hales is also looking for cooperation from the state to allow officials to waive parts of state building code.
