(Portland, OR)  --  Portland Mayor Charlie Hales says he won't seek a second term in office.  Hales had earlier said he would run again, but now says he feels his responsibilities as mayor would be compromised if he focuses on a re-election campaign.  He says he and his wife have discussed his political future over the past few weeks, and says his decision wasn't easy.  State Treasurer Ted Wheeler, who's declared his candidacy for Portland mayor, says he respects the decision by Hales.
