(Portland, OR)  --  Prolific bicycle thief Leroy Parsons, Jr. of Portland is back behind bars.  Prosecutors are seeking bail of a quarter-million dollars for Parsons, who the "Oregonian" reports has been arrested and booked 98 times since 1998.  He was recently arrested following a bike-theft sting that was orchestrated in partnership with the TV show "Inside Edition."  Police say a radio transmitter was attached to a stolen high-end mountain bike, leading to the apprehension of Parsons.
