(Portland, OR)  --  Authorities say there were no signs of foul play in the death of a man whose body was pulled from the Willamette River.  Police say 33-year-old Eugene Vibar had not been seen since November first as he left a Halloween party to go for a walk.  Vibar's body was pulled from the river Monday near the Fremont Bridge.  The cause of death has been ruled as drowning.
