(Portland, OR)  --  Portland city employees will become eligible for paid parental leave starting in January.  The City Council has approved six weeks of paid leave following the birth of a child, an adoption, or receiving a foster child.  The new rules apply to both genders.  The city of Portland took the action two months after Multnomah County approved a similar policy.
