(Portland, OR) -- Police say a man who was involved in a deadly crash in Portland is no longer facing a manslaughter charge. Matthew Tyler Freeman has pleaded guilty to DUI, and has paid a 130-dollar fine after being cited for "violating the basic speed rule." Police say Freeman struck and killed 27-year-old Nicholas Glenn Horsey on November 1st before crashing into a pole on North Lombard Street. Police say surveillance video shows that Horsey stepped into the roadway as Freeman was driving by.
