WalletHub has ranked the "Most Caring Cities In America," and among the top 100 populations, Portland comes in almost right in the middle at 49th. The Rose City got good marks for its high number of community and social service workers, but was dinged for its poverty and shelter home statistics. Boise, Idaho, was rated as the most caring city in America.
