(Portland, OR)  --  It may soon cost drivers more to park on Portland's west side, as officials seek to create more parking turnover.  The rate hikes are being considered for areas including the Pearl District, South Waterfront, and downtown.  The Portland City Council is slated to vote today on a proposal to raise parking rates from a dollar-60 per hour to two dollars.  The last increase raised rates from a dollar-25 to a dollar-60 six years ago.
