(Portland, OR)  --  Mayor Charlie Hales and the city of Portland are being sued over the city's policy on homeless camping.  The plaintiffs include such groups as the Portland Business Alliance, the Building Owners and Managers Association of Oregon, the Central Eastside Industrial Council, Overlook Neighborhood Association, and the Pearl District Neighborhood Association.  The coalition says the mayor's policy on homeless camping is unlawful and unenforceable because it violates state law limiting the number of camps in a city and it didn't receive approval from the Portland City Council.
