(Portland, OR)  --  With most votes counted, Portland's ten-cent gasoline tax is on the verge of passing.  Officials say the tax hike will generate millions of dollars to fix and maintain Portland's streets.  The measure is currently ahead by about four-thousand votes.  City officials say spending from the program will be overseen by a Citizen's Oversight Committee.
