(Stanwood, WA)  --  Snohomish County, Washington, authorities say skeletal remains found by hikers are those of a Portland man who disappeared 28 years ago.  Officials day dental records recently led to the positive identification of Roy T. Blair, who was 28-years-old when he vanished in 1988.  The remains were found on January 20th near Kayak Point.  After the identification was confirmed, Blair's sister and daughter were contacted in Portland.
