Hales Announces End Of Program For Homeless

(Portland, OR)  --  Portland Mayor Charlie Hales says the city's "Safe Sleep" program for the homeless is over.  The six-month pilot program, which began in February, allowed homeless people to set out a sleeping bag or a tarp between nine p.m. and seven a.m. on city sidewalks, and allowed camping in certain areas.  But Hales says the "Safe Sleep" program caused confusion and misunderstandings and was never intended to make street-camping legal.  The mayor told KOIN-TV that police will decide which encampments to deal with, focusing mainly on areas where camping is most visible and people are causing problems.
