(Portland, OR)  --  A 25-year-old Portland man is facing charges, after being accused of abusing his five-week-old son.  Police say Samuel Dominick Phelps intentionally dropped the baby on his head and threw him at a chair last weekend.  The boy is being treated at a hospital and is expected to survive.  Phelps is charged with first- and second-degree assault and first-degree criminal mistreatment.
