(Portland, OR)  --  Low-income housing vouchers are available in Portland for the first time in four years.  Officials say they expect 20-thousand people to sign up, but will place about three-thousand people on the voucher list.  The Section 8 vouchers can be used at any apartment building in Portland for residents who meet income requirements.  The Home Forward housing voucher program will accept applications through September 17th.
