(Portland, OR)  --  Oregon still isn't making the grade when it comes to high school graduation rates.  New U.S. Department of Education figures show Oregon is third-worst in the nation for the class of 2015.  That's one spot worse than the previous ranking.  The new figures show 74-percent of Oregon students in the class of 2015 graduated.
