(Portland, OR)  --  A man who's accused of hitting and killing a bicyclist on the St. Johns Bridge is scheduled to be arraigned today.  Police say 42-year-old Joel Schrantz struck and killed 55-year-old Mitchell York Saturday morning.  Investigators say Schrantz was aware of various problems with his SUV that made it unsafe to drive.  He's charged with criminal negligent homicide.
