(Vancouver, WA)  --  Vancouver police say they've arrested a man who's accused of impersonating an officer and trying to kidnap a woman.  Authorities say 46-year-old Shannon Stover is facing multiple charges, including kidnapping and rape.  Detectives say Shannon, who was dressed as an officer, reportedly handcuffed the victim on November 27th and put her into his car, but she was later able to escape.  Investigators tell KATU-TV they're working to determine whether there are additional victims.
