(Portland, OR)  --  A man with special needs, needs his bicycle, and Washington County sheriff's deputies are trying to find the person who stole it.  Authorities are reviewing surveillance video to try to identify the culprit, who stole Jason Eland's red Trek bicycle from outside the Raleigh Hills Fred Meyer store Friday afternoon.  Authorities say the suspect is described as a white male with short hair, who was wearing a dark coat and a blue backpack at the time of the theft.  Anyone with information is asked to call the Washington County Sheriff's Office at 503-629-0111.
