(Portland, OR)  --  A Portland man is facing a host of charges after he allegedly crashed into a police car before driving to his mobile home and refusing to surrender after a Taser hit.  Police allege Mathu D. Karcher was driving drunk before he was arrested over the weekend.  Records show Karcher has two prior DUII convictions.  The situation started Saturday night around North Portland's Delta Park.
