(Portland, OR)  --  Many of Portland's restaurants and bars are staying open despite the snow storm.  "OregonLive" says nearly 50 eating spots around the city were open for business last night.  Portland transportation officials say they would give parking meter scofflaws amnesty until noon today because of the snowfall.
