(Portland, OR)  --  Portland will soon begin licensing delivery-only cannabis retailers.  The City Council voted in favor of the ordinance yesterday, during Mayor Charlie Hales's final council meeting.  According to the ordinance, businesses operating as "marijuana retail couriers" would only be able to receive and deliver orders between certain hours of the day, and could only deliver products within city limits.  City officials tell KATU-TV the regulated marijuana industry has not been accessible to many because of the costs involved in becoming licensed and purchasing products.
