(Portland, OR)  --  A pedestrian is dead after being hit by a drunk driver in southeast Portland.  The victim was hit before 10:30 Monday night on Southeast 122nd Avenue and Woodward Place.  Investigators say the victim was with friends and exhibiting strange and paranoid behavior consistent with a mental health crisis or drug psychosis.  His friends tried to restrain him, but he broke free of them and ran into traffic where he was hit by Sebastian Oman, who was arrested on DUII charges.
