(Portland, OR)  --  Funds from the transportation bill passed by Oregon lawmakers will make upgrades to Powell Boulevard.  The area slated to be improved will run from 99th to near 174th.  The Portland Bureau of Transportation says the 110-million dollar project will make the street safer for cyclists and walkers.
