(Portland, OR)  --  The Oregon Humane Society is looking for a man who was caught on camera abusing his dog.  It happened near a food cart on Southeast 27th Avenue and Southeast Belmont street Saturday.  The video shows the man lifting a small dog off the ground by its leash and chocking it.  The suspect was reportedly yelling at the dog as well.  Anyone with information is asked to contact police.
