(Mead, WA)  --  A Washington toddler is safely back home after going missing yesterday.  Officials canceled the Amber Alert for 16-month-old Summer Fechner last night after she was found safe.  Authorities say the toddler was taken by her biological father yesterday near Spokane.  Police say the father has a history of bipolar activity and drug use.
