(Portland, OR)  --  The power is back on for thousands of people following an outage in Northwest Oregon.  Pacifica Power says more than 15-thousand customers lost power in Warrenton, Seaside and Cannon Beach late last night.  Officials believe the problem originated at a substation in Seaside.
