(Portland, OR)  --  A Portland man is facing hate-crime charges after allegedly harassing and verbally assaulting two black people at a MAX train station.  Police arrested Rick Allen Duncan on Tuesday for the incident at the Providence Park MAX station.  Police say he called his victims the n-word and told them to go home, and then physically prevented them from boarding their train.  Duncan allegedly continued to yell racial epithets as police officers arrested him.
