(Portland, OR)  --  The owners of a foreign freight vessel are facing a five-thousand-dollar fine for discharging ballast water into the Willamette River.  The Coast Guard has issued the fine to the owners of the ANSAC Moon Bear.  Coast Guard inspectors found the vessel engaged in unauthorized discharge of untreated ballast water three different times this year.
