(Vancouver, WA)  --  A man is facing burglary and arson charges after allegedly setting fire to a resource center for the deaf in Vancouver.  Police arrested Justin Smith-Riggs Saturday at the Southwest Washington Center for the Deaf and Hard of Hearing.  Police say he broke into the building and lit a fire with gasoline.  Smith-Riggs allegedly told officers he did it for the adrenaline rush and that he thought the building was abandoned.
