(Portland, OR)  --  One woman is hospitalized after being shot in the neck with an arrow at a Portland dog park.  Police say the woman was at Sellwood Dog Park in southeast Portland Sunday morning when she received the arrow to the neck.  Investigators say they're not sure whether the incident was an archery accident or if the woman was specifically targeted.  An investigation is ongoing.
