(Portland, OR)  --  A man is behind bars following an hours-long standoff at an apartment complex in North Portland.  Police say the man barricaded himself inside the apartment in the 89-hundred block of North Columbia Boulevard yesterday after the U.S. Marshal's Fugitive Task Force came looking for him.  Police asked residents in the complex to shelter in place during the three-hour-long standoff.
