(Portland, OR)  --  Drivers travelling through residential neighborhoods will soon have to slow down.  Portland city council members voted yesterday to lower the speed limit in residential areas from 25 miles per hour to 20 miles per hour.  Crews will begin replacing the speed signs next month.
