(Portland, OR)  --  Police are releasing the identity of a man shot and killed in Southeast Portland.  Police say 38-year-old Richard Hanley was shot to death Sunday afternoon on Southeast 7th Avenue.  Investigators are questioning 48-year-old Joseph Vinci in connection to the shooting.
