(Portland, OR)  --  A Coast Guard civilian employee is under investigation on allegations of rape just north of Portland.  Police arrested 56-year-old Jonathan Sall of Poulsbo Saturday on charges of second-degree rape.  The rape is alleged to have happened in Clark County while Sall was working for the Coast Guard Investigative Service as the special agent in charge of the Northwest region.  He's being held on 20-thousand dollars bail.
