(Portland, OR)  --  Police say they've arrested a man in connection to a rape case from 1996.  Police arrested 66-year-old Jihad Moore Tuesday on charges of first-degree rape and two counts of first-degree sodomy.  The Portland Police Bureau says the arrest was the result of broader efforts to test previously unsubmitted rape kits.
