(Grand Rapids, MI)  --  A new study ranks Portland as the third best city in the nation for starting a new small business.  Some of the factors that led to the determination include annual revenue and profitability after expenses.  Sacramento, California came in first, while Grand Rapids, Michigan came in second.  Cincinnati, Ohio had the unfortunate ranking of worst city to start a new small business.
